There's little sense in throwing free grant's money at enterprises who are seriously flawed, with bad business management and plan. Only some serious structural revamping will save them.

But, approving business grants to deserving commercial operations can result in them developing into very viable and flourishing ventures. They will pay taxes to the federal government, and provide employment to the local population.

Now, how do you recognize which business deserves the grant money?
During the grant application process, grant's administrator need to check the business plan, and existing track record of the applicant. This process should be free of political bias and pressures. Money should be allowed to be paid entirely on the merit, with promising applicants getting priority.
